5th August 2013, Kuala Lumpur – The Penang Chess Association (PCA) has announced the year end 5th Penang Heritage City International Chess Open 2013 at the Red Rock Hotel from 9th-13th December 2013. It will be a 9 rounds Swiss System with time control of 90 minutes plus 30 seconds increment per move.
